What Does (Never Exceed Speed) Mean In Terms Of Fighter Aircraft Aviation .....?

I believe the never exceed speed is the speed at which the aircraft begins to give way under stress. Say if you're decending, you could go faster than your maximum engine speed, of you go pat the never exceed speed, you plane will break apart
